Building a formal labor-management forum

First Labor-Management Committee Meeting

AFSCME Local 6368 held its first Labor-Management Committee meeting with MDOT MTA, creating a structured forum for issues that affect represented supervisors.

The committee gives union and management representatives a consistent way to raise concerns, exchange information, identify practical solutions, and track matters that require follow-up. A regular LMC process can improve accountability and reduce confusion by keeping discussions focused and documented.

Local 6368 will use the committee to advocate for fair treatment, clear procedures, safe operations, and improved working conditions. This first meeting is an important beginning and establishes a foundation for continued dialogue.

Assistant Superintendent division and schedule selection

Negotiated Side Letter

The negotiated document addresses division, shift, schedule, seniority, and assignment rights for covered Bus Transportation Assistant Superintendents.

It establishes a seniority-based biennial selection process for eligible Unit S Assistant Superintendents assigned to Bush, Eastern, Kirk, and Northwest divisions. Bus Maintenance Transportation is expressly excluded.

Document status

The full five-page document is labeled Tentative Agreement - Not Effective Until Fully Executed and Approved. A separate acknowledgment copy includes agency and Local signatures; the effective-date line remains blank.

Key provisions at a glance

Biennial seniority pick

Covered employees select one available division-and-schedule assignment every two years in descending Position Seniority order.

Advance information

At least 14 calendar days before the pick, MTA is to provide the proposed seniority roster, available assignments, positions per schedule, and proposed dates.

Challenge and proxy rights

AFSCME may challenge the seniority roster within 10 business days. An employee unable to attend may designate an authorized proxy in writing.

Assignment protections

Temporary training rotations and operational deviations may not permanently defeat seniority or the selected assignment, and notice protections apply.

Pick administration

  • The first biennial pick is to occur no later than seven calendar days after the agreement becomes effective.
  • Management and Local 6368 jointly observe and document the pick.
  • Selected assignments are to begin at the start of a pay period no later than 14 calendar days after the pick, unless the parties agree otherwise.
  • Seniority ties are resolved first by the earliest continuous State service date.

Continuing protections

  • Temporary training rotations may last up to 90 calendar days for documented training or operational familiarization.
  • Permanent vacancies are offered first within the affected division and then agencywide to qualified covered employees in seniority order.
  • Operational need may not be applied arbitrarily, discriminatorily, retaliatorily, or as a blanket basis to defeat seniority.
  • The parties are to conduct a joint review approximately six months after each biennial pick.

From agreement to action

Shift Pick Successfully Completed

The Assistant Superintendent shift pick was conducted Thursday, August 6, 2026, beginning at 9:00 a.m. at 1515 Washington Boulevard.

The published schedule provided 24 selection times in five-minute intervals from 9:00 a.m. through 10:55 a.m. The order followed the posted seniority ranking, and employees could participate in person or by telephone at their scheduled time.

Completing the pick required coordination among Local 6368 representatives, MDOT MTA management, and the participating employees. Preparation, cooperation, and professionalism helped the process move forward in an organized and respectful manner.
